Churchill is asking the House to declare confidence in the new government and to support the country going to war against Germany.

This resolution is important because Churchill was newly appointed to his position as British Prime Minister and wanted their governmental approval and support to “unite the political parties” into one to ensure unity amongst the British people during this WWII period.
