Roman Emperor Constantine I issued a decree, the Edict of Milan, to allow Christians to worship freely in June 313. It is believed there were Christians in his family, and he had won power in Rome after defeating a rival in a battle in which he had used the cross as a symbol , having done so because of a dream and a supposed divine revelation, according to official history.
By then many imperial citizens had baptized as Christians, so the measure was political to a large extent. Constantine converted himself.
