The irony is a rhetorical device, that is used in literature to express the thought and ideas in a satirical manner and to deliver the idea in a humorous way different from the actual meaning.
Orwell's quote means that when a white person uses colonialism to administer then he destroys his freedom. This essay uses irony as the narrator seemed to be different from what he thinks and does.
The other irony in the essay is: "the young Buddhist priests were the worst of all," "With one part of my mind I thought of the British Raj as an unbreakable tyranny," and "and suddenly I realized that I should have to shoot the elephant after all.
Therefore, the essay has many ironies in it.
