Although Kaiser Wilhelm was the Emporer of Germany at the time, he was supposed to be turned in to the Court of Justice. But Germany was blamed for the war causing a collapse in their economy, along with that they were stripped of 25,000 square feet of land as a punishment. With the biggest punishment of all being the reparations, which Germany did not finish paying off until 2010.
