The speech was delivered on the 25th of May, 1960 to the American Congress.
In sentence 5 of President John F. Kennedys speech, he states that the United States of America faces a great challenge. In the sentences following that, he elaborates but does not specify the nature of the challenge.
According to JFK, the nature of the challenge is related to the activities of nations whose policies and activities inhibit human freedom.
In sentence 19, he states that the conditions are not new neither were they created by those who are perpetuating it. But that the countries are taking advantage of an existing situation.
JFK states that the aggressors are indirect in their approach. They exacerbate the conditions in troubled regions by providing all kinds of assistance to those causing the problems because such negative conditions are to the advantage of the adversaries of whom JFK speaks.
