There are only 21 possible outcomes because the prompt says "Make a list of all the different possible outcomes." For example: I have 3, 4 as an outcome, but not 4, 3 because that would be the same outcome.

(c)- Less than, because the possibility of getting an outcome with at least one 3 is only 0.285714286. If you multiply that by 100, thats only 28.5714286, or 29, still less than 34.
