It's A law is created by Congress, signed by the president, and interpreted by the courts.
it is A because the bill has to first pass through congress and then be signed by the president which he can either sign or not sign and if he doesn't sign it then congress can override the president's veto by a two thirds vote and then if a problem comes to the judicial court about the law then they can review it and then change it if needed thus keeping the entire government in balance
