Begins as a neutral stimulus but, when combined with the unconditioned stimulus, begins to elicit an instinctive, involuntary response on its own. The conditioned response (CR) is the action taken in response to the conditioned stimulus, and both the stimulus and the response are learned. We can develop phobias through the process of classical conditioning. For instance, we learn to connect a stimulus that doesn't elicit anxiety, like a dog (neutral stimuli), with a reaction that does, like getting bit (unconditioned stimulus). Following the formation of an association, the dog (now a conditioned stimuli) triggers a fearful reaction in us, leading to the development of a phobia.
