In a 270º CCW Rotation, the rule is every coordinate to be translated
(x.y) ---(y,-x)
2) Let's give to our quadrilateral
A(-2,3) ---- A'(3,2)
B(-4, 3) -----B'(3,4)
C(-6, 4) -----C' (4,6)
D( -8, 4) ---- D' (4, 8)
And so forth
So Quadrant IV is the answer.
