The Nuclear Regulatory Comission's (NRC) purpose is to "ensure the safe use of radioactive materials for benefical civilian purposes while protecting people and the environment". In it's website you will be able to find a lot of information that might help you understand the advantages and risks of building a nuclear power plant near a town. In this way you can ask the pertinent questions and find out if the building process is being done responsibly. As the NRC is an independent agency created by the Congress, it is supposed ti give objective information based on evidence and research.
