the tone is joyful/awaiting of good things to come. the tone impacts the meaning of the passage in that the reader realising that Scout cannot wait for Dill to come as they have fun together.
The tone of this excerpt from To Kill A Mockingbird is joyful and relaxing because it is the description of summer. The writer uses metaphors in the narrative of Scout in the examples of it was a thousand colors in a parched landscape and summer was Dill. Dill is the summertime friend of both Scout and Jem who visits Maycomb every summer.
