Probably, some of the votes would not be well-informed, as you can't rightly expect toddlers to know about current political issues and politics in general. Also, without citizenship status, some could vote for a president that would benefit their country and not see the bigger picture.

Our country would change if everyone could vote without limitations by:
-More votes overall which means an increased ballot and population count.
-People could vote without pressure.
-It would be a little chaotic as some people voting would be underage and not understand voting concepts and legislature as much as the people who've had longer experiences.
