The power of kings and queens was limited.
The English Bill of Rights (1689) was the first English charter that limited the power of kings and queens to the law (William III and Mary II were the first rulers limited by the charter), and gave more power to the Parliament in the reign's decisions instead, for example, under this new bill, the king now needed the Parliament's consent to set aside laws, maintain an army in peacetime and collect taxes.
