This is the correct answer because all the conclusion talks about why year-round schooling is a good option for a higher achievement in schools and for students, all the sentences give facts that support this statement, so the specific sentence "It is clear that year-round schooling helps students learn and retain more" Is just restating what is said in the rest of the sentences, which is unnecessary and makes the paragraph repetitive.

It cant be number 1 because in that sentence there is no word that criticizes those who disagree with the writer.

It cant be number 2 because the statement is supporting the main idea of this conclusion, which is being in favor of year-round schooling, not of the opposition.
