The example that would most likely be considered satirical is sentence B. In order to identify the best example, you have to know what satire is. According to the Collins dictionary, satire is the use of humour or exaggeration in order to show how foolish someone's ideas or behaviour are. This is done especially to express a political point. A political cartoon using sarcasm to make fun of a policy change is definitely satirical because this situation means that someone who is part of politics (the people doing the cartoon) are laughing of their own work as well (a policy passed by the government).
