Draw triangle QRS and label the sides making sure that angle S is the 90 degrees.  If you set it up correctly, then all you need to do to find sine of angle Q is get the ratio of the opposite over the hypotenuse which is 3:5 (or 3/5).
First, we have to solve for side RS

RS^2 = 5^2 - 4^2
RS^2 = 9
RS = 3

Sine angle Q = opposite / hypotenuse
Sine angle Q = 3 / 5
Sine angle Q = .6

(Incidentally, looking up the arc sine of .6 tells us that angle Q = 36.87 Degrees
