The Constitution provides Proportional Representation for assigning the number of seats in the House of Representatives according to the number of people that voted in each state. Change in the population is reflected by the Census and the number of Representatives seats from those states change according to their population, if it has decreased the number is smaller and if it has increased they get more Representative seats.
