They are trying to persuade people into not talking about the war plans. Sowing a man listening in on a conversation and making it seem to be a really bad idea, but not telling people they have to or making any argument.

In this poster, several rhetorical devices are employed. For example, the face in the background is painted in somber colors in order to imply that this is an enemy we should be fearful of. Moreover, the ear of the person really stands out in order to highlight the fact that he is listening. Finally, the words "BEWARE" and "SILENCE" stand out because they are the most important ideas of the message. This is an example of persuasion, as it attempts to convince the audience of the dangers of spies. However, it does not provide any logical explanation as to why this is such a serious risk.
