I think that Penelope came up with such a difficult challenge because I think she is scared to move on from Odysseus. Therefore she tries to make them shoot Odysseus' bow and the only that can really shoot it is Odysseus himself.

She still hopes for Odyssey's return. So she makes the challenges hard so no man will be able to take his place.
